ANALYSIS OF THE INFLUENCE OF POVERTY AND NON-CASH FOOD ASSISTANCE (BPNT) IN DETERMINING THE NUMBER OF PKH RECIPIENTS IN CENTRAL JAVA PROVINCE IN 2021

Abstract

The Family Hope Program (PKH) and Non-Cash Food Assistance (BPNT) are two main social protection instruments in Indonesia aimed at reducing poverty and improving the welfare of low-income families. In Central Java Province, the dynamics of the number of PKH recipients reflect the influence of the poverty rate and the distribution of BPNT. Using a quantitative approach with multiple linear regression, the analysis was conducted on secondary data from 35 districts/cities in 2021. The results indicate that the poverty rate and the distribution of BPNT have a positive, statistically significant impact on the number of PKH recipients. The higher the poverty rate and the wider the distribution of BPNT, the more families are recorded as PKH recipients. Classic assumption tests, such as normality, multicollinearity, heteroscedasticity, and autocorrelation, are also met, so the regression model is considered valid. The novelty of this study lies in the multivariate approach applied simultaneously at the district/city level in Central Java Province, namely, analysing, directly and in detail, the effects of poverty and BPNT distribution on PKH, rather than separately. This study also utilises data from 2021, which represents the current condition following the COVID-19 pandemic, thereby providing a relevant and up-to-date perspective on the effectiveness of social protection programs. The results of this study are expected to be an empirical reference for local and central governments in formulating more targeted and integrated poverty alleviation policies.
